PAT testing — portable appliance testing — is a systematic check of non-fixed electrical equipment to verify that it is safe to use. Whilst not a specific legal requirement in its own right, regular PAT testing is the recognised method for employers and landlords to demonstrate they are meeting their duty to maintain electrical equipment safely under the Health and Safety at Work Act 1974 and the Electricity at Work Regulations 1989. Every Property Certificate Sheffield provides PAT testing across Sheffield and South Yorkshire, issuing detailed inventory reports within 5 working days.

What is PAT Testing?

PAT testing covers the electrical appliances that are not part of a building's fixed wiring — the items your EICR does not inspect. This includes white goods, kitchen appliances, televisions, monitors, computers, printers, photocopiers, portable heaters, storage heaters, and any other plug-in or hardwired appliance that is not a fixed part of the installation.

Who Needs PAT Testing?

  • Landlords with furnished propertiesIf your rental property contains white goods, kitchen appliances, or any other portable electrical equipment, PAT testing is the standard way to demonstrate those items are safe. HMO landlords should be aware that many local councils require evidence of recent PAT testing as a condition of granting an HMO licence.
  • Businesses and employersAny organisation that provides electrical equipment for employees or visitors has a duty to ensure that equipment is safely maintained. Offices, shops, restaurants, hotels, and public-facing premises should have a PAT testing programme in place.
  • Schools and educational buildingsSchools have a duty of care to staff, pupils, and visitors that includes maintaining portable electrical equipment in safe condition.
  • Healthcare, leisure, and hospitalityPremises with a high volume of portable electrical appliances in regular use — from hospital wards and hotel rooms to gym equipment and catering kitchens — benefit most from a structured PAT testing programme to stay on top of safety obligations.

Our PAT Testing Service

Every item goes through a thorough two-stage process:

  1. 1
Visual inspectionChecks for damaged cables, cracked plugs and casings, signs of overheating or burning, and missing covers. Visual checks identify approximately 90% of appliance defects.
  2. 2
Electrical testingUsing a dedicated PAT tester, we measure earth continuity (verifying the protective connection between a metal casing and earth on Class I appliances), insulation resistance (confirming the integrity of insulation between live conductors and the outer casing), and other electrical properties depending on the appliance type and class.

At the end of the test, each appliance receives a pass or fail label. We produce a full inventory report listing every item tested, all test results, and details of any failed items including the reason for failure. Failed appliances are removed from service immediately. Reports are delivered within 5 working days.

PAT Testing Sheffield — Frequently Asked Questions

Is PAT testing a legal requirement?
PAT testing is not a specific legal requirement under any single piece of legislation. However, employers and landlords have a duty under the Health and Safety at Work Act 1974 and the Electricity at Work Regulations 1989 to ensure electrical equipment is maintained in a safe condition. PAT testing is the accepted way to demonstrate compliance with that duty. In Scotland, statutory guidance explicitly requires records of regular PAT tests. HMO landlords should also check their licence conditions, as many local authorities require evidence of PAT testing.
What is the difference between a PAT test and an EICR?
An EICR inspects the fixed wiring and electrical installation within the building — the consumer unit, sockets, switches, light fittings, and the cables within the walls. PAT testing covers non-fixed portable appliances — the items plugged into those sockets. The two tests are complementary, not interchangeable.
How often should PAT testing be carried out?
There is no fixed legal interval — frequency should be based on risk. As a general guide: office environments typically need annual testing; environments with higher wear and tear such as catering or construction may require checks every 3–6 months. We can advise on an appropriate interval for your property when you book in.
What appliances are included?
All non-fixed electrical equipment — white goods, kitchen appliances, televisions, monitors, computers, printers, extension leads, portable heaters, storage heaters, and other plug-in items. Fixed wiring, consumer units, and hardwired installations are not covered by PAT testing and require an EICR instead.
What happens if an appliance fails?
Failed appliances are removed from service immediately and labelled accordingly. Our report details the reason for each failure. Failed items should be repaired by a competent electrician or replaced before being returned to use.
Do you provide a certificate or report?
Yes. Our engineer provides a full inventory report listing every appliance tested, individual test results, pass/fail status, and details of any failures. This forms your written record of compliance and is delivered within 5 working days.
