The Minimum Energy Efficiency Standards require all privately rented homes in England to hold at least EPC E before they can be let. Since April 2020, landlords with F or G rated domestic properties have been unable to legally let them without a registered exemption. For non-domestic (commercial) properties, the same E rating requirement has applied to all tenancies since April 2023.

The government's Warm Homes Plan — published in January 2026 — confirmed that all private rented homes will also need to reach EPC C by 1 October 2030. With a confirmed cost cap of £10,000 and expenditure counting from 1 October 2025, landlords who plan ahead now can spread the cost, avoid a last-minute rush, and lock in compliance on today's EPC system before new metrics take effect.

Our MEES Consultancy gives you something the standard EPC recommendations report cannot: a bespoke, data-driven analysis of your specific property, showing precisely which combination of improvements will achieve your target rating.

What is MEES Consultancy?

A MEES Consultancy report is not the same as the recommendations section on a standard EPC. Standard EPC recommendations are auto-generated by the assessment software — they reflect national averages for similar property types, not the specific conditions recorded at your property. They show what could help, not what will achieve a given rating for your building.

Our consultancy works differently. Our energy consultants take the raw survey data from your EPC assessment — room dimensions, construction type, existing insulation, heating system details — and model multiple bespoke improvement scenarios using specialist software. Each scenario represents a different practical approach: a different combination of measures, a different cost bracket, or a different order of implementation. The report shows exactly what rating each scenario achieves and what it involves.

You can suggest specific scenarios you'd like us to model — a particular insulation type you're considering, a specific heating upgrade — or we can identify and model the most suitable options for your property. If you'd like a further scenario combining measures from two or more of the initial options, we can produce this as a follow-up at no extra charge.

Who Needs MEES Consultancy?

  • Landlords with F or G rated properties

Who need the most effective route to EPC E to resume letting their property.

  • Landlords with D or E rated properties

Planning ahead for the confirmed EPC C requirement by 1 October 2030.

  • Commercial property owners

Who need to meet or maintain the EPC E standard required for non-domestic tenancies since April 2023.

  • Landlords who have made improvements but not seen the expected rating jump

Our consultants can model what additional measures would close the gap to your target rating.

  • Property owners improving their EPC for any reason

Not just for compliance — many owners want to improve their rating to increase property value, reduce running costs, or improve marketability.

  • Portfolio landlords and letting agents

Needing to prioritise spend and plan a programme of improvements across multiple properties.

  • Landlords approaching the current cost cap

Under the existing regulations, the cost cap is £3,500. If reaching EPC E would exceed this, a MEES Consultancy report can document the position and support a cost cap exemption registration.

How the Service Works

  1. 1

    EPC survey by us

We require an EPC assessment carried out by our own accredited assessors, as we need access to the full raw survey data to carry out the consultancy. If you've had an EPC done by another company, we'll need to conduct our own — we're unable to use data we haven't collected ourselves. If you need a new EPC, we can arrange it as part of the same booking.

  2. 2

    Data review

Our energy consultants review the raw survey data from your property: construction type, existing insulation levels, heating system, room dimensions, and all measurements recorded on site.

  3. 3

    Scenario modelling

Using specialist software, we calculate bespoke improvement scenarios based on your property. You can request specific scenarios you have in mind, or we'll identify and model the most suitable options for you. Each scenario specifies the measures involved and the EPC rating it would achieve.

  4. 4

    Written report

You receive a clear, detailed report within 2 working days, presenting each scenario side by side so you can choose the route that best fits your property.

Pricing

From £49.95 + VAT, depending on property size and location. We invoice on completion; your report is released once payment is received.

MEES Consultancy — Common Questions

Is this the same as the recommendations on my EPC report?
No. The recommendations on a standard EPC are auto-generated using national averages. They are not based on your specific survey data and are not modelled to a specific rating outcome. Our consultancy uses real data from your property to produce individually modelled scenarios, each with a precise rating outcome.
I've already had an EPC done by another company. Can you use that?
Unfortunately not. We need access to the full raw data collected during the survey — measurements, construction details, heating system specifics — and we can only work with data our own assessors have collected. If you have an EPC from another provider, we'll need to carry out our own assessment first. We can arrange this as part of the same booking.
Can I request specific scenarios?
Yes. If you have particular improvements in mind — a specific insulation type, a heating system upgrade, solar panels — tell us and we'll model those scenarios for you. If you'd rather leave it to us, we'll identify and model the most suitable options for your property.
Do you offer MEES Consultancy for commercial properties?
Yes. We provide MEES Consultancy for both domestic and commercial properties. Commercial (non-domestic) properties are currently required to achieve at least EPC E for all tenancies. If you have a commercial property and want to understand your improvement options, the consultancy process is the same — we carry out a commercial EPC and our consultants model scenarios to reach your target rating.
Does spending on improvements now count toward the future cost cap?
Yes — expenditure from 1 October 2025 counts toward the confirmed £10,000 cost cap that will apply to the EPC C requirement in 2030. Acting now lets you spread the cost and reduce what you may need to spend closer to the deadline.
