What is a Display Energy Certificate?

A Display Energy Certificate rates a building's actual energy performance on a scale from A (most efficient) to G (least efficient). Unlike an Energy Performance Certificate, which models how a building should theoretically perform, a DEC is based on real meter readings from the previous 12 months — giving an accurate picture of how much energy the building actually uses compared to a benchmark for its building type.

The rating is expressed as an operational rating. A score of 100 represents benchmark performance for that building type. Buildings rated below 100 are performing better than the benchmark; those above 100 are consuming more. The DEC must be displayed prominently in a location visible to the public — typically at A3 size near the main entrance or reception — and must be kept up to date.

Every DEC is accompanied by an advisory report, which identifies practical energy-saving measures and cost-effective improvements specific to the building.

Who Needs a Display Energy Certificate?

The Energy Performance of Buildings (EPB) Regulations require a DEC for any building where all three of the following apply:

  1. 1The building has a total useful floor area exceeding 250m²
  2. 2It is occupied, in whole or in part, by a public authority — central government, local councils, NHS trusts, emergency services, or publicly funded educational institutions
  3. 3It is frequently visited by members of the public

Buildings that typically require a DEC include:

  • Local council offices and civic buildings
  • Libraries, museums, and community leisure centres

Information Required for a DEC Assessment

As a DEC is based on actual energy use, more information is required than for a Commercial EPC. Our team will send you a full checklist when you book in. In summary, you will need to provide:

  • 12 months' continuous bills for the main heating fuel (all meters supplying the site)
  • 12 months' continuous bills for all other metered energy services, excluding water
  • Electricity generation and export records (if the site generates its own electricity)
  • Solid or liquid fuel delivery and stock records (if applicable)
  • Evidence of the Gross Internal Floor Area (GIA) — floor plans or an Assets Register
  • Evidence of any green, eco, or energy-saving schemes the building participates in

Floor plans: Full scaled floor plans are required before we attend site. If plans are unavailable, we will require 100% unobstructed access to the entire building during the visit. For larger or more complex buildings we may not be able to complete the DEC without full scaled plans; this will be discussed with you in advance.

Annual DEC Renewal Without a Site Visit

For buildings over 1,000m² that require an annual DEC renewal, we can complete the renewal as a desk-based exercise — without returning to site — provided all of the following conditions are met:

  • No structural alterations have taken place since our previous survey (extensions, conversions, or significant changes to the building fabric)
  • There has been no change in occupancy or separable energy use
  • There has been no change of use
  • The advisory report is still in date

If none of these changes apply, simply provide the updated energy bills and sign and return the short declaration form we will email to you. We will then renew your certificate — no site visit required.
