What is a Fire Risk Assessment?
A fire risk assessment is a structured examination of a premises to identify fire hazards, evaluate the risk they pose to occupants, and determine whether existing fire safety measures are adequate. It is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005, as amended by the Building Safety Act 2022.
The assessment covers potential sources of ignition (heating equipment, electrical faults, cooking), fuel (materials that could catch fire), and oxygen (ventilation and airflow). Our assessor also evaluates the adequacy of escape routes, emergency lighting, fire detection and alarm systems, fire-fighting equipment, and signage.
At the end of the assessment, we produce a written Fire Risk Assessment report covering all findings. Since October 2023, the Building Safety Act 2022 requires the responsible person to record all findings in full — not just significant ones. The report identifies any areas requiring improvement and sets out recommended actions in priority order.
Who Needs a Fire Risk Assessment?
The Regulatory Reform (Fire Safety) Order 2005 applies to all non-domestic premises and to the communal parts of residential buildings.
- Businesses and employers — All non-domestic premises require a fire risk assessment: offices, retail units, restaurants and bars, hotels, warehouses, factories, schools, care homes, and any other premises to which people have access for work or services.
- HMO landlords — Houses in multiple occupation have shared communal areas — hallways, stairways, shared kitchens, bathrooms — that fall within the scope of the Order. The responsible person (typically the landlord or managing agent) must carry out and record a fire risk assessment for those common parts.
- Blocks of flats and multi-occupied residential buildings — The communal areas of any building containing two or more dwellings (corridors, stairways, entrance halls, bin stores, plant rooms) require a fire risk assessment. Flat owners and managing agents are typically the responsible person.
- Commercial landlords — Where a landlord lets premises to a business tenant, they retain responsibility for the fire safety of any common areas, plant rooms, and shared facilities.
Single private dwellings occupied by one household are exempt from the Order.
