What is an EICR?

An Electrical Installation Condition Report (EICR) is a formal assessment of the safety and condition of a property's fixed electrical installation — covering the wiring, consumer unit (fuse box), socket outlets, light fittings, earthing, and bonding. The inspection is carried out by a qualified electrician and results in a report that classifies any issues found using a standard code system:

  • C1 — Danger present. An immediate risk of electric shock or fire. Where possible, the engineer will make the installation safe on the spot. The report is unsatisfactory.
  • C2 — Potential danger. Not immediately dangerous, but could become hazardous. Remedial work is required. The report is unsatisfactory.
  • C3 — Improvement recommended. No danger is present; action is advisory only. A report with only C3 codes is satisfactory.
  • FI — Further investigation required. The extent of any danger cannot be determined without additional testing. The report is unsatisfactory.

If a report is unsatisfactory (containing any C1, C2, or FI codes), landlords must complete the required remedial work within 28 days (or shorter if specified in the report) and provide written confirmation to both their tenant and the local authority within 28 days of completion.

Who Needs an EICR in Sheffield?

  • Private residential landlordsSince April 2021, all private landlords in England have been legally required to have a valid EICR in place for every tenancy. How often does an EICR need renewing?

For commercial properties, every 5 years is the standard recommendation for most premises.
What happens if my property fails an EICR?
If the report is unsatisfactory (containing C1, C2, or FI codes), you are legally required to complete the specified remedial work within 28 days, or by a shorter deadline if stated in the report. For residential properties, written confirmation of the completed work must be provided to your tenant and to the local housing authority within 28 days of completion.
What is the difference between C1, C2, and C3 codes?
C1 indicates immediate danger — the electrician will make the installation safe on the spot where possible. C2 indicates potential danger that requires remedial work to correct. C3 is an advisory recommendation only — no remedial work is required, and a report containing only C3 codes is classified as satisfactory. FI (Further Investigation) is issued when the full extent of a problem cannot be determined during the inspection; the report is unsatisfactory until the investigation is completed.

Can I use the same EICR for a new tenancy?
Yes — if your current EICR is still within its 5-year validity period, it remains valid and you do not need to commission a new inspection simply because a new tenant is moving in. You must, however, provide the new tenant with a copy of the current EICR before or at the start of the tenancy.
What are the fines for residential landlords without a valid EICR?
Local authorities can issue fines of up to £40,000 for landlords who fail to comply with the EICR requirements. The Electrical Safety Standards in the Private Rented Sector (Amendment) Regulations 2025 (SI 2025/1043) — which came into force on 1 November 2025 — increased enforcement powers, with enhanced penalties applying to incidents from 1 May 2026.
Do HMO properties need an EICR?
Yes. HMO landlords have always been subject to strict electrical safety obligations. An EICR is required alongside a Fire Risk Assessment and Gas Safety Certificate (where applicable). Properties that carry higher risk due to age, condition, or occupancy levels may benefit from inspections more frequently than the standard 5-year interval.
