Walkley sits in Sheffield's S6 postcode district, on the hillside northwest of the city centre. The area has streets of Victorian and Edwardian terraced housing, with a mix of families, professionals and students living there today.

EPC Register data for S6 covers 17,493 certificates. S6 also takes in Hillsborough, Stannington, Loxley and Wadsley, so these are district-wide figures, not Walkley alone. As of 31 May 2026, 63.4% of the rented homes among them sit below EPC band C.

In this corner of Sheffield, most rented homes still have ground to make up before they'd meet the C rating the government has confirmed for 2030.

Letting a Home in Walkley

Walkley falls only partly within Sheffield City Council's Article 4 area for houses in multiple occupation (in force since 10 December 2011) — unlike neighbouring Crookes, which sits entirely inside it. Whether converting a family home into a HMO for 3 to 6 unrelated people needs planning permission depends on your specific address, so check the council's boundary map before you convert. Separately, a HMO needs a licence from the council if 5 or more tenants live there as more than one household and share a toilet, bathroom or kitchen — a family of five or more living together counts as one household, so that alone does not make a house a HMO. Once a property is let, the certificate rules are the same as anywhere in Sheffield:

  • A valid EPC, which lasts 10 years and must show at least an E rating unless there is a registered exemption.
  • An EICR, renewed at least every five years.
  • A Gas Safety Certificate, renewed annually, wherever the property has gas appliances.

The government has also confirmed a C-rating requirement for rented homes by 1 October 2030. That is not law yet, so our MEES consultancy can help you plan ahead.

HMOs and Shared Buildings

Fire Risk Assessment doesn't only apply to licensed HMOs. Wherever a residential building holds more than one letting — such as a house converted into flats — the shared parts (entrance hall, stairwell, any shared bin store) need a Fire Risk Assessment under the Regulatory Reform (Fire Safety) Order 2005, and the landlord, freeholder or managing agent is usually the 'responsible person'.

If you do let as a HMO specifically, local authorities also typically require PAT testing as a condition of the licence, and landlords have a duty to assess Legionella risk, which our Legionella risk assessment covers.

Businesses on South Road

South Road is Walkley's high street, with a mix of independent shops, cafes and a supermarket. Businesses here must have a Fire Risk Assessment. They must also keep their electrics safe, and while no law insists on a particular test, an EICR and PAT testing give you a clear record that you have. Air conditioning adds another check: if the units on site total 12kW or more, a TM44 inspection is required. Selling or letting the unit needs a commercial EPC.

Walkley Property Certificate FAQs

Is my Walkley property inside the Article 4 area?
Only part of Walkley falls within Sheffield City Council's Article 4 area for HMOs (in force since 10 December 2011) — unlike Crookes, which lies entirely inside the boundary. Whether you need planning permission to convert a family home (Use Class C3) into a HMO for 3 to 6 unrelated people (Class C4) depends on your specific address, so check the council's HMO planning guidance and boundary map before converting.
Do I need new certificates for each new tenant?
Not automatically. An EICR is valid for five years and a gas safety check for 12 months, so certificates that are still in date stay valid. You must give the tenant a copy before or at the start of the tenancy, or within 28 days of a check carried out during it.
Does my Walkley HMO need a licence?
A HMO needs a licence from Sheffield City Council if 5 or more tenants live there as more than one household and share a toilet, bathroom or kitchen. This mandatory licensing rule applies city-wide, regardless of whether the property is inside the Article 4 planning boundary — the two are separate regimes covering different things.
Can I renew my gas safety check early without losing time?
Yes. Gas safety checks must be carried out no more than 12 months apart. If the new check is done 10 to 12 months after the previous one, the original expiry date is preserved. Outside that window, the new expiry date runs from the date of the check.
